I-485 package refused by INS. How can I do?!

I sent the package to VSC last Friday. When I track this package (Fedex) I found it arrived at Williston (where the VSC receiving room is, as per Fedex officials say) of Vermont, but it was refused by "recipient"!

I am just puzzled why they refused my case package? Any guy has any idea?
