I-485 Not Being Processed

My Friend who has cleared his labor (From Texas) and applied for I-485 said that INS is still processing application from Sept 2001 and is not accepting new I-485 or Processing new I-485.

I wanted to know if anybody else has the same problem?

how can one file for i485 after completing labour. Is it i140/485
concurrent processing. Please write question more clearly.
