It is clear that the USCIS will receive I-485 fillings through August 17, but, what is gonna be the fee from August 1 to August 17? $395 or $975 ?

I-485 fee August 1-17

The fee will remain $395 throughout for I-485. It is unclear to me whether concurrently filed I-765 and I-131 will have an increase after July 30. But I-485 will definitely remain at $395.
They will send out receipt numbers as fast as they can, which may not be fast. But they won't wait specifically until after 8/17, although if they do, it will probably be because of high volume.

HOW DO YOU INTERPRET THIS:
"The current fee schedule will apply to all applications filed under Visa Bulletin No. 107 through August 17, 2007. (The new fee schedule that becomes effective on July 30, 2007, will apply to all other applications filed on or after July 30, 2007)."
It is confusing for me.
Any opinion?
