Tapa, I guess a programmer left a bug in INS FP scheduling program. FP schedules are not random. There is a clear pattern, though it is not reasonable. By the way, a friend of mine with RD in March \'02 also got FP notice.
I got my I-140 approval in early December \'01 and thought about the holiday season from Thanksgiving to New Year is a messy period everywhere. INS would be even messier! So I sent my 485 package after the New Year on purpose. 485 RD 1/8/02.
