I-485 and re-registation with NSEER special registration

Below is the situation with my brother's i-485. Any ideas will be appreciated.

My brother came to us in dec 2002, went for special registration and went again in March, and then never went back and registration was suspended in dec 03. . He got married and applied for i-485 in Nov 2006 and his name check was pending since then. Now he got a letter for INS stating that his registration record is missing and he need to register. My brother went to registration on jun 10 and the office told him that the new system did not had his record which caused the issue. The officer told him that he does not know how to update the record with hid old FIN #, and my brother should try to find out how to update and notify INS that he was already registered. He also added a new FIN# in the system.

So my questions are:
How can he get his NSEER info updated? whom to contact?
Is there any risk with i-485 record? would the i-485 processing officer get his new FIN# info.

I would think only the INS people can update the NSEERS registration. I got RFE twice in my GC process (which is still pending), one is for I-140 stage & second RFE for advanced parole. Both needed NSEERs registration number. Ask your brother to keep all his information intact including photocopies of old and newer FIN# and also the card of the INS employee he spoke to. (for future reference)
