I-485 and AR-11

"News report indicates that ever since the Attorney General announced enforcement of AR-11 filing violators on July 22, 2002, the INS has received 870,000 but was able to process only 120,000 reports. This web site predicted quite earlier that the current AR-11 paper reporting system will not work unless the INS utilizes electronic filing system or reporting through the intermediaries. That is exactly what is happening now. Not knowing the problem, some people attempted to file AR-11 via certified mail return receipt requested to preserve evidence, which was rejected by the INS in a number of cases as apparently they did not have resources to handle such certified mail deliveries."

May be it is answer, why I-485 is very slow now.

has not put this up. I will contact my lawyer too
to find out more and will let everyone know.
 
other sites have put this info as well. I saw it on shusterman and fragomen. if this is the reason that 485 processing has slowed down then we are in for some trouble coz this is not going away any time soon. but I think not; I hope INS allocates a bunch of guys to do 485 processing independent of this;

Yes I saw some other sites and it was also shown on TV as well as per my colleague.
But I doubt 485 is effected by it.
 
Got return receipt for AR-11

I sent my AR-11 on 8/3/02 by Certified Mail with Return Receipt.
I got the Return Receipt with delivery date 8-17-02.

I did change my address 3-4 times and H1 twice during my 4 years in the US.

In my last H1, I changed the address once and I put that information in the AR-11. This address change was before applying my I-485.
 
the AR-11 you are talking about goes to wasington DC. The INS
Service centers have nothing to do about massive AR-11
generated by government's enforcement of address change rule

We are getting frustrated with the delays in processing and trying to attribute every thing thats happening in the world to 485 delays.

Note that none of the service centers other than CSC are processing october/november cases. W should thank god as CSC is doing good job and keeps it up.

I think INS may send people from CSC to Washington, D.C. for help with AR-11.
