I-140 using labor substitution

I am filing I-140 using labor approval/substitution of a colleague who had 2 labor certifications, one of which was unused. Does anyone know that if this can be approved / denied ?
(I meet all other education and experience requirements mentioned in the labor approval)

Your post was very vague. If you think that your education qualifications and experience matches correctly and your attorney also concurs with you, then it is worth taking a chance.

You will find that many people on this forum have applied for I-140 using substitute labor. There have been approvals and there have been denials too.

It can be done in the right situation but the LC and your credentials need to be evaluated and carefully compared (both at the time you joine the company and when the LC was filed) to know whether you have a nearly 100%, or a nearly 0%, chance of approval.
 
My company is one of the big technology companies and has been constantly laying off employees since last year and half and that was one of the reasons my labor was rejected six months back. How important does that factor play when you apply for labor substituton ?
