I-140 status list by Employer Phone Number

Can anyone inform me if it is possible to get a status list of I - 140 cases filed from INS Nebraska for an Employer ( something similar to the one you get from DOL thru Email and giving Employers Phone Number ).

F1 -> H1 should i wait till its approved?
I am currently on PT (after my F1) and it expires on April. If I have an employer file for my H1 do I have to wait until it is approved, or can i start working when i get the receipt?
