Hi,
For applying I-140 you need the eligibility letter from the state board where you are applying to take the test, and it is good to have the visa screen certificate ready. From the employer side he should have all the supporting documents to prove that he is able to pay the wages, like company tax papers etc. These documents are most important to get your

I don't think so. My attorney told me I can submit it 6 months after I file the petition but you'd better ask your attorney to make sure. Hope this helps.
