I-140 receipt notice

Hi guys:

What is the time frame to get the receipt notice for I-140. Is there a way to expedite the process? My problem is that my wife is applying to some university which requires the I-140 receipt notice along with the application to be considered as IN STATE.

That is why I need the receipt notice before 28th Feb. 2005. The lawyer will file I-140 on February 10th 2006.

A month or so, that happens with my case. I wish they have expedite process for I-140.

I-140 is appllication for employer, and I do not understand why Univ considers she is in status if she had I140 receipt notice. Are you sure it is not I-485 receipt notice ?
