I-140 pening, even though USCIS is processing later RDs

I see that my I-140 status is still pending at NSC, even though the new processing dates are more than 10 days after my Receipt date. Is this normal ? How much time does it take for the case status to change?

I-140 RD is Sept '05. Still pending at TSC. Processing Dates really don't matter.

USCIS only posts the average processing times. Actual processing times will vary as every case is unique.

Is it possible that they may be processing the applications by PD instead of Receipt date?

Yes, looking at at the recent approvals this is true that cases are getting processed using PDs.

Agreed, non-retrogresse cases are getting more attention.
