I-140/EA was transfered to a local office?

I filed I-140 in Dec, 2004 at TSC and then moved in CT. I just found out that my case has been transferred to a LOCAL OFFICE in VSC for processing. Can anybody help to explain what is mean? Thank you!

It means that your application will be reviewed earlier! VSC is soaring at unbelievable speeds.

I filed I-140 without I-485 in the last year. I got e-mail from USCIS that my petition is transfrred to my local office last week.
