I-140 denied

The job ad requirements are: Master's and 2 years experiences or Bachelor's and four years experiences.

I have Master's degree and 2 years experiences, my labor certification got approved last year.

My I-140 application is EB2(Member of profession with
advanced degree), Unfortunately, my application is denied.

My lawyer told me that's because the guidelines changed, that is,
sb with Bachelor's and four years experiences is not qualified for
EB2, any ideas and help? Thanks in advance.

If I file as EB3, do you think BCIS will deny my application based
on such excuse as "Why this job needs Master's".

I think "bachelor+4 years " is my lawyer's mistake. But I know
many people got their I-140s approved based on labor of
"Master's or Bachelor's and two years experiences". What
happened here?
