I 140 Denied due to missing supporting documents

My friend applied concurrently I140 NIW (e-filed) @ TSC during July bulletin fiasco. Today he received denial notice for missing supporting documents. That’s BS, he submitted all the required documents along with application for 485/AP/EAD. His EAD/AP are approved but meaningless.

Now what can he do, any suggestion? He is from India.

I know he can appeal but how to proof that he submitted required documents on time? He has USPS receipt. Normally USCIS used to send RFE/NOID for missing documents.

Did any body had/has similar situation

Yes, my sister is in the same boat. We received the denial notice today. Checking with our attorney, he said that he has contacted AILA Liaison officer, and hope to hear back within a week. We are not sure what the officer will be able to accomplish though. Lets see what the Gurus here have to advice us. Good Luck (to us, and everybody in this mess)..
