I-140 approved with H1B visa, am I subject to lottery if I go back to India and decide to come back to US ?

Hello,
I have an approved I-140 which is already 6 months past the approval date. Also I am currently on H1B visa on my 3 year extension period.

My question is : If for some odd reason I have to leave US to go to India, and later come back after some years, am I subject to H1B lottery at any point in future ?
 
No. You are good any new h-1b petitions on your behalf are not subject to h-1b lottery since I-140 is approved on your behalf.
 
I was never approved for an H-1B visa but I have an I140 approved on L-1A visa and had to return to India after completing 7 years in the USA. Will the H-1B lottery be applicable for me since I never had an H1B or it will not be applicable as I have an I140 approved?

Please let me know.
