I-140 approved under EB3 can spouse work?

My cousin in Rhode Island got his I-140 (under EB3 Philippines) approved on Apr. 4, 2006, his LC was filed Oct. 10, 2005 & got approved on Nov. 11, 2005.

Questions:
1. Can he file for AOS (I-485)?
2. Can his spouse work with the approval of the I-140? Which procedures are necessary for her to work if she can?
3. What is I-140/I-485 concurrent filing?

1) As he is EB3 from Philipine , he can not file I485 at this moment.
Currently, those who filed LC before May 2001 can file I485.
If his spouse is from other country, he MAY be able to file I485.
2) As I485 can not be filed, she can not file EAD and can not work.
3) If his PD is not retrogressed, it is allowed to file I140 and I485 together. But obviously he could not do that, as he was affected by retrogression. That is why, i believe, he filed I140 alone.
