I-140 approved in 2001, 485 ???

My friend came to USA in 2001 Jan and worked in Bay Area California for 11 months. During that time she got her gc process started and got 140 approval from CSC. After that she lost the job and went to India. Now she has got another offer in USA and is planning to come. Can she use the 140 approval and continue her GC process at any service center? Or Does she has to start the GC process again from scratch? I mean the Labor and 140 approval from the previous employer can be used for any other company to continue and if so could it be any service center or only CSC? Please answer these questions, as she has to decide and talk to her current employer about this before she comes here.

Your friend will have to start the GC process again. She cannot use previous LC or I-140 for the new job. However, she can retain priority date from the previous LC. This is really not useful unless priority dates get backlogged.
