I-134 relationship to sponsor enter sister or brother-in-law?

Hi,

I am sponsoring visit visa for my sister and her family.
In the relationship to sponsor field(I-134) should I enter my sister's name or brother-in-law name ?
I am confused since my brother-in-law will be showing supporting document in terms of money since my sister is housewife.

If your brother-in-law is financially independent, why are you sending an I-134 in the first place? B-2 visas are self-sponsored.

I am stating that I will be supporting him in expenses when he gets the visit visa and hence was thinking that I should send I-134.
Since my sister is housewife should I send I-134 in her name and list that I intend to make all contributions to support her(and family) in expenses?

To be honest, it really makes no difference if the I-134 is for your sister's name or her husband.
