I-131 renewal while petitioner not in USA?

My mom is traveling with the Advanced parole and stayed in her home country. I just checked that the advanced parole will be expires in Jan 2014 and we are planning to renew it in September this year.

Does my mom has to come back to the US before we can file I-131 to renew the advance parole? Or we can file first? Will she need the finger print again or anything?

Please help! Filed the I-130/485 Nov. 13, 2012, and did not hear any single word yet...

Just to clarify: the individual who is seeking to immigrate must be in the US when applying for Advance Parole, but it doesn't matter if the petitioner is inside or outside at that time.

After applying for renewal, the intending immigrant must also remain in the US until the new AP is approved, unless the old AP is still unexpired when exiting and reentering.
