I-131 form and question abt it

I am on H1-b and married to US citizin so in this case i think i should file Advance Parole b/c my Visa is not stamp for the 2nd period of H1-B as mine first period is already done.

i -131 Form should i file this or my wife who is petitioner ?

I have one more question, In Part 7 it says " On seperate Sheet(s) of paper, pls explain how you qualify for an advance parole document and what circumstances warrant issuance of advance parole. Include copies of any docuemtns you wish considered (see instructions). "


what does that means ?????????????

Petitioner for what? If your wife is US citizen then she has (or can easily get) the US passport for travel, which has nothing to do with filing I-131.
You, on the other hand, are the immigrant, who wishes to travel while your I-485 is in process. You should be the one to file and sign for AP.
And Yes, USCIS really wants to know the reasons for your travel.
Just do as they say – put in writing where and why you are going. For example:
You are taking your wife to your home country to meet your parents, or you need to sell your property, or you are going for your brother’s wedding, or birth of your first nephew, or 10-years high school graduation reunion, or your parent in a hospital, well… you know better why you want to go. And, if you have any supporting documents (like maybe invitations) then copy and attach them to your applications.
