I-131 Advanced Parole Approved But Not Received

I am hoping that someone might have some information here. According to the INS Case status site, my wifes, I-131 was approved on Jan 28. We have not yet received it. I called the IIO at NSC to enquire and she was less than helpful. "If you don't receive it you will have to apply again". I am fairly certain that this is not accurate. She is planning a trip home to Australia in about 3 weeks. What should I do?
