When does the usa collect biometric data on I130 applicants. At the consolute or at the port of entry?
Also who has to submit the I325a form(biographical info) when filing I130? It is applicable to minors?

#2. Biometrics are not collected for an I-130. Biometrics means: fingerprints, photo, and signature collected (usually) at a USCIS ASC (application Support Center).

#3. The G-325 forms are for biographic information and used for spousal and fiance petitions and adjustment applications.

#4. Read the I-130 form instructions on www.uscis.gov

#5. IF a relative petition is approved and Consular Processing is begun the alien relative will be instructed what to do, where and when according to local resources and procedures.

#6. Upon entry to the U.S., CBP will do some more paperwork needed for processing the greencard and creating the A-file.

Biometrics test is not taken for I-130 applicants. You need to show proof of your relationship if the minor is your child. G-235 is only for Spouse of fiancee petitions.
