I-130 Upgrade Returned. *Problem*

My father had filed an I-130 petition for me a few years ago. He recently became a USC so we sent a letter to the NVC requesting to upgrade my case from 2B to 1 category.

The letter (with the copy of naturalization and petition) was mailed back to us and it says that we should be sending the upgrade request to USCIS.

I don't get it. All the information I read, both here and on the INS's website says that the upgrade request needs to be sent to Portsmouth, NH where the visa center is located.

Can someone explain what's going on here?
 
One Probable reason would be I-130 might not have been approved yet and still sitting/pending with respective USCIS center. Once I-130 gets approved it gets forwarded to NVC for consular processing, so NVC might not have approved I-130
 
The I-130 was approved in 2004. I received a confirmation for it back then.

Do all I-130 petitions automatically go to the NVC, even if the case is going through consular processing or adjustment of status?

When I called the NVC this week, they told me they don't have my I-130 petition.

I'm starting to freak out. I've been waiting 5 years for a priority date.
 
In that case, I would suggest to contact local US embassy.

Send a request to accept upgrade request and schedule an interview. Send them all the document(s) (father naturalization ceriticate, approved I-130, Affidavite of support, proof of relation etc.) and immigrant visa form (I think it is DS-230).

So, are you saying that I don't need to wait for a visa number to become available?
 
is it a must to upgrade a family-preference category to an immediate relative? I mean, can I chose not to upgrade my petition after becoming a US citizen?
