I-130 Processing Question

Hi. I am Canadian and my sister (a US citizen) who is applying for me. She gave me the form and it shows I-130.

How much time needed to get green card through I 130 for a Canadian citizen living in Canada?

My wife is Canadian PR. Will it delay the process?

So is it better to apply once she has Canadian passport?

If I understand that you mean your sister has just filed a petition for you - it can take about 18 years to get a green card through a sibling. Cases filed in 2007 are current for interviews for immigrant visas.
Or do you mean she filed for you back in 2007-08 and you are now being asked to submit documents to NVC?

Canada is as fast as most countries. India, Mexico and Philippines take longer.
You cannot expedite anything until your priority date is current - you can try expedite the final processing after that - but that (wait for priority date to be current) is what takes the approx 18 years. They can only issue 65000 F4 visas per year by law and there were around 2.2m in the queue already on latest data.
