I-130 Petition Upgrade

My dad became a U.S citizen on May 22 2008 how can my dad upgrade his petition to his daughter from green card father to U.S citizen father petition his daughter.

On I-797C notice of action my dad section was Unmarried child 21/older of permanent resident,203(a)(2)(B) INS

why can we not photocopy Naturalization Certificate ?
For example, We are asked to photocopy Green Card when we send in the N-400

You can make back up copies for your own records.

You have lawful authority to make backup copies of your certificate in case it is lost, damaged, or stolen.

Certificate of Naturalization = Proof of citizenship for those who applied via naturalization process

Certificate of Citizenship = Proof of citizenship for those who are citizens by parental lineage (used for those born outside the US to US parent(s))

In California, I know you can call the center where you have filed and they usually give you a fax number that you can fax it to them and + you can mail it at the same time.

How about if a person porn inside the U.S does they issue him a Certificate of Citizenship or not just birth certificate is enough?

For people who have Certificate of Citizenship and born outside the U.S can they run for president of United States?

No porn allowed
For a person born inside US a birth certificate is proof pf citizenship.

For people who have Certificate of Citizenship and born outside the U.S can they run for president of United States?

No. President must be born in US, although there have been a few cases of discussion on this topic (ie: John McCain was born in Panama)

That what I was told when call them ...but I don't trust those contracter...anybody upgrade the petition by phone ? did you receive a letter confirming the upgrade if you did that by phone?

Its better to write to wherever the application is currently pending. i.e. if I-130 hasn't yet been approved, you'd write to the appropriate USCIS Service Center, otherwise you'd write to State Dept National Visa Center (NVC). Enclose a copy of your natz cert and wait for a response.

I hear it’s faster for unmarried son/daughter to be petitioned through green card holder parent than U.S citizen parent, which it does not make since to me.

Right now they are processing application received in 2005 for a green card parent petitioned his unmarred son/daughter and processing application received in 2003 for a U.S. citizen parent petitioned his son/daughter. The reason the I-800 customer number says because more U.S parent citizen petitioning their relative than Green card holder petitioning their relative

Any body can confirm that or went through that? Thanks
