I-130 marriage certificate question

My cousin has applied for his wife (she is in India). The documents needed are certified copy of marriage certificate. What does that mean? Can she get it notarized? She went to the registrar's office and they told her they don't know what a certified copy is...

Certified copy means a copy certified by the County's Registrar of Marriages/Registrar of deeds that issued the marriage certificate not by a notary.
