I-130/I-485 for minor child of Perminent Resident California

On 9/9/15 priority date was assigned at California service center but they have one of the longest time lines.

USCIS employee stated to write a letter to other service center to request transfer but it can be rejected.
Does anyone have experience with this request/transfer?
