I-130 for parents

I just want to verify a very simple situation.

I want my parents to become LPRs. They are both going to go via consular processing. I only need to file an I-130 for one of them right? The other one will be a derivative during consular processing? I know they have this option in the I-485 stage but have never seen a consular processing form. This is why I am asking.

I did seprate for each of them 2 years ago. they will be coming here next week from pakistan.

I just read the I-130 instructions. It says one for each parent .. (2 total).
The case you are talking about with 1 I-130 applies to brother/sister or child
