I-130 for brother/sister, petitioner living abroad

Planning to apply for I-130 for my brother / sister.
Once I apply while in the US, can I

1. live outside the US for couple of years, plan to get my mails at a friends place.

2. Will the application be transferred overseas to the consulate where I intend to stay or the application continue in the same place I applied originally.

Since the wait is long 10+ years, hoping as long as I keep receiving mail in the US from USCIS, should be fine.

Has anybody been in this situation and share your info.

as a USC, you can live anywhere

no, it will be pending at the service center where you filed it, then it will be transferred to the NVC and then your sibling's consulate.
