I-130 for Brother and Visitor Visa

I am US citizen and would like to file I-130 for my brother. However it will take more than 10 years for him to complete the process the green card. At the same time, will he be able to get a visitor visa to visit during the next 10 years ? In other words, will filing I-130 prevent him coming to US on a temp basis ?

Once you file I 130 you have to declare each and every form that he submit to consulate and he has blood relative in USA.

He will not get F and B visa.
However he is eligible for H visa (h1 or H4)

Thank you for your response. I suppose I dont follow the declaration part. Are you saying he will have to declare that an I-130 is pending for him and because of that he will not be given a B visa?
 
The visa application requires you to list all close relatives in the US (sibling, parent, child, spouse, fiancee) and their immigration status, and also requires you to declare if an immigrant petition was filed for you.

If he wants a tourist visa, he should apply for it and get it approved before you file the I-130.
