I-130 Fees...Twice?

I paid a fee of $355 when I filed a I-130 for my wife. Now she has received a letter from NVC saying
"The NVC has received agent of choice letter.....you must pay the Application Processing Fee ($400) for each applicant"

Seems like I am being double-billed. Any ideas?
How is this 400$ different from the $355?

Can you please tell me your time line because I have applied for my spouse as well. My spouse has not received the agent letter as of yet. I applied on August 2008 and so far no correspondence from NVC.

$400.00 is visa processing fee ($355.00 plus $45.00) seperate from I-130 processing fee of $355.00.
