Quick question please for my brother - on the form I-130, it doesn't say anything about criminal history, should he volunteers that information by submitting everything to get a waiver? THis is for a CR1 case.

This criminal history issue is irrelevant to an I-130. An I-130 merely verifies a family relationship.

Criminal issues may or may not prevent issuance of a visa or adjustment of status.

A waiver might or might not be available.

Insufficient information has been provided in your post that would allow for a more detailed response.

His criminal history will be reviewed 10+ years from now when it's time for his consular interview and submission of police records.

But if you're concerned that his crime(s) would prevent him from immigrating, it would be a good idea for you to seek information (preferably with an immigration lawyer) about whether those specific crimes make him inadmissible, in order to avoid false hope and wasted money.
