I-130 app sent to Nebrask but Receipt from CSC

I sent in a I-130 application for my mother to Nebraska. But got the Receipt(I-797) from USCIS California Service center.

Does this matter?

And this is what I see as Online Status. I thought the whole process takes about a year to obtain GC for parents. The online status says it take about 990 days....any idea?

"Application Type: I130, IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN

Current Status:

Your I130 IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN was received on December 27, 2005. We mailed you a receipt with information about processing. It is taking between 990 and 999 days for us to process this kind of case. We will mail you a decision as soon as processing is complete"

Do not pay much attention to that 990 days number. It’s just a standard message, the approximate number. As soon as they ready for your application – they’ll approve it, no matter how many days passed.

P.S. I field my I-130 with TSC, it got transferred to CSC as well.
Then it got approved after 60 days (category - spouse of USC).

My wife's I-130 application for her parents was the same.

Applied to Nebraska in May 2005. I-130 sent to California.

I think they are doing this since Nebraska Service Center is overburdened with applications and they are trying to spread them around to process faster.
