I-130 and K3 Visa with Questions about I-864 sponsor and Medicaid

We submitted our I-130 and it was recieved July 16, 2010. Then we submitted a K3 to see if that might process faster. It was recieved August 23, 2010. Both are currently pending at the WAC center. I called with a question to the USCIS and was told that my I-130 would probably process faster. I am pregnant and have 2 1/2 months to go and I hope that my husband will be able to make it from Argentina with his visa, in time for the birth of our first child. My questions are as follows:
1. I want to clear up that I will need to submit as well as our sponsor a I-184 AOS and not the I-134 AOS.
2. I am currently unemployed and in Argentina, leaving for the states soon. I don't have any income and wonderfing if I might be able to apply for Medicaid or assistance while I wait for his visa to be approved. Will this effect his approval and or how long might I use this assistance if it is possible?
3. My husband stayed 3 years in Costa Rica (that is where we met) and at the interview they ask you to bring police records from anywhere you lived outside of his home country for over a year. I can't seem to collect this information and I think Costa Rica might be one country where you can't obtain those records? Could anyone help me out with this?
4. My last question is that my husbands Mother had his passports from when he was a child and has misplaced them. It asks that he brings all prior passports, and I don't think this will be possible. He has his last two. Will this be a problem.

1) for his immigrant visa you will need to submit I-864
3) check reciprocity tables for Costa Rica at www.travel.state.gov. If Costa Rica's report shows unavailability, you don't need to get the police report. Otherwise, there will be instructions on how to obtain police records.
4) I don't think his old passports need to be brought to the interview.
 
Since you have no US job, you will need a joint sponsor or household member to pledge their financial support with form I-864 or I-864A.

For #2, you'll have to look at your state's provisions for aid. But chances are you don't qualify for anything, since you are not unemployed due to a layoff, and you're probably not as destitute as Medicaid requires, and you have been out of the state for years. If you qualify for something, it shouldn't hurt your efforts to sponsor your husband; you're relying on other people's finances anyway for the I-864/I-864A.
