When you file an I-102 for a replacement of a lost I-94.....

Is there an interview?

When would an I-102 be denied or them not be able to give you a copy?

What if you file for a lost I-94 and it shows up as the departure record being already turned in?
 
I am pretty sure there will not be an interview. However if there records indicate that the I-94 was turned in, then I am not too sure what they will do. They might re-issue it but they may wonder why someone wants an I-94 that is not valid.
 
It's for his AOS package based on our marriage and he needs the original I-94 to prove his lawful entry...... He has his plane tickets,visa,passport,etc.... we just need a replacement of that I-94 to go along with his AOS package

If you do not have your actual I-94 you need to file the I-102. You can do so the same time you file your other forms. It will come in the mail in about 3 months.
