humanitarian parole

Hi, We need help with the following situation.
My husband has a medical situation and I need mom to to be here to help us out. I am trying to get humanitarian parole for my mom so she can come to US. I have the following questions:

1. What is involved with humanitarian parole for my mom to come to US?
2. Should she get a visa to come to US after we file the i-131, i-134? if so, how she should apply for appointment for cases like this.
3. Is there a seperate appointment queue for emergency cases?

Note: btw, she already had her visa rejected b4 this medical emergency....& in addition, we requested emergency appt. based on this medical emergency, but got denied. Now is there any other way to expediete this process to get my mom here so she can come here to help.

please advice. its exteremely urgent and important.

------------ others may guide you for humanitarian parole. I think she got her visa rejected because she asked visa for HELP to you in US and HELP is work. If she wants to visit US for HELP to you or your spouse in US she will get rejected.
