How to Verify a Canadian's TN Status?

I have a friend who is a Canadian and I was trying to bring him onboard as a consultant with my company. The HR Director at my company keep asking him for papers from his present employer that show his TN Status. My friend kept saying that he was never given papers like this and did not have them. So, how could my present employer verify his TN status to make sure it was okay?
 
He would have an I-94 in his passport.....which BTW really has little to no relevance to the job he's trying to come on board to, since TN status is not transferable.
 
Since the friend is already in US he can get a new TN. The company has to apply for him. He cannot work in the new company with the old TN (I-94). He can provide the photocopy of the I-94 to the new company as a proof of his current TN status.
