How to travel abroad w/o passport?

Hi,

First off, this is a great forum. I've been reading it for a while, it is very informative. Unfortunately, I couldn't find a solution to my problem. Maybe someone here knows.

I've been a US permanent resident for about a year now after many, many years of struggle. I would like to travel abroad to visit family. I am being told that a passport is required to travel.

I do not have a passport and was never issued one. I came to the US when I was very young with my parents from Israel. I've inquired with Israeli officials here about getting issued a passport, but they aren't very helpful. They are demanding documents that I do not have or heard of. They are telling me that as a non-Jew born in Israel, the way to register as a citizen and get a passport is that my parents had to be citizens. They aren't comprehending that when my parents were born Israel didn't exist.

So, does anyone know if there is an alternative passport that would allow me to travel and return safely to the US? Is there any chance the US will issue a special passport for people who are denied a passport even from the country of birth?

Or must I wait until I become a US citizen and have a US passport?

you need to get a re-entry permit. It serves several purposes including one that it can be used as a passport. It looks like passport ( and sometimes called "white passport" despite it is bluesh-green or greenish-blue). To get it, you need to file I-131 (the same form as for advance parole). There are several countries in the world that don't recognize it as passport, in particular, Turkey, Russia, and may be a few more. You have to check on the embassy web site for each country you are going to. For example, when you look on the Netherland's embassy web site how to get a shcengen visa, there are requirements for different kinds of visitors such as US citizens, US permanent residents traveling with the passport issued by another country, US perm residents traveling with re-entry permit, etc.
 
Thank you for the information. I didn't know a re-entry permit can be used as a passport. I thought it was only for extending a stay.

Information about Turkey is not correct. Turkey does accept Reentry Permit. Please refer to Turkish consulate for more info.
