How to Request the wife of a Greencard Holder

My situation is this, I am a Green Card holder for about 7 years, just recently got married in Colombia. I havent been able to apply for my citizenship due to I owe back taxes and I was advised to pay those first before I apply for my citizenship. I am currently paying them on a monthly payment plan with the IRS but since I got married 4 months ago I would like to know if 1st I can apply for a visa for my wife to come to the US now or do I have to wait till I am able to get my US Citizenship.
 
With you as a green card holder, your wife will have a wait of over 2 years to immigrate.

So apply for citizenship now. You can apply for citizenship when you owe back taxes, as long as you have arranged a payment plan with the IRS and you have been making payments properly.
