I am asking this question for someone who has asked me this question.

Lets say if a Canadian GC holder did not live in Canada for the last 3 years, how can one reinstate his/her Canadian GC? What to do in this situation?

Do you have PR card?
PR status is not automatically revoked. If you try to enter Canada and officer ask when you left Canada and you inform that you have not stayed in Canada for 2 years out of 5 years then the custom officer will send you to Canada immigration officer and he will write a report that you did not maintain Permanent status and will give to copy and you have the right to appeal before immigration judge. Generally the give you 30 days for appeal.
FYI Canada does not have exit records any many lie when asked “when did you go out of Canada”. And many say 2 weeks or 4 weeks and are admitted without problems. Many come to US with visa and somebody from Canada comes with car to US side and you are in car and at border officer asks” what is your status”? and your relative/friend who is driving car says” Resident of Canada returning home” Go…………….
