How to regain permanent resident status if abandon it

My mother, permanent resident (green card holder) is now about 80 years old. She may have abandon her green card because in 2010 she left the US and did not come back after that, because of health reasons. At that time, she was not eligible for Medicare and because of pre-existing health conditions and age factor, no insurance company was willing to sell her health coverage/insurance. Now health laws are changed (thanks to ACA – affordable care act), and if she comes to USA again, we will be able to buy her medical coverage. Is this strong reason to file green card reinstatement process? We can claim the health reasons. What are other options, if any? Please note that her 5 kids are US citizens and living in USA. So she has strong family ties in USA than in overseas. Please help us. Thanks
