Most regulations dealing immigration and naturalization are in 8 CFR, EOIR (IJ's and BIA) are also mainly in 8 CFR, State of Department regs are found in 22 CFR, DOS also has the Foreign Affairs Manual or FAM (9 FAM is visas, 7 FAM 1300 is passports), newer CBP regs are in 19 CFR, ICE also has a place in 19 CFR but has not written any yet--instead they fall back on 8 CFR and 28 CFR (DOJ of which INS was a part).
