How to organize the citations?

How to organize Citations:

If you have many papers each with lots of citations:

Starting with the latest paper (only if it has citations)

1. For each of your paper :
a. get a list of citations
b. Choose 5-8 articles (published in best journals/ reviews/written by some top reserch groups in your field) citing your research. Take the first page of these articles and the page where your name appears (highlight with a highlighter) and the reference page.
c. Give a appendix # and quote these citations in your cover letter.

I am not a lawyer. But this is what I have done sucessfully for both of my self prepared petitions.

For the list of citations, can I get from the Google Scholars?
I have about 40 citations in Google Scholar but only 16 in ISI Citation...
