How to obtain paystubs for H1transfer

Hello,

I am currently with this consulting firm in NJ (for about 20days) which has transferred my H1B and am on bench with salary but NO paystubs.

I have gotten a job with another firm for a permanent position that I really like but they need paystubs for transfer.

In the contract, the consulting company mentions a penalty of 5,000 USD if I leave mid-contract. I am willing to pay them 5,000 USD to leave (+ the salary they are paying me) however I am afraid they will ask a lot more or probably straight out refuse to provide me paystubs.

What is the best way to approach them to --
1. tell them I am leaving and
2. getting past 2 paystubs.

2. getting past 2 paystubs.

1.Ask for the pay stubs (keep evidence that you asked for pay stubs) if the employer refuse to give pay stubs (keep the evidence that he is refusing) then Send complaint to DOL that you are on H1 status of employer XYX, employer address, phone number and employer is not giving you pay stubs, sign the complaint with date, your name, your H1 approval notice number and your address (keep the copy of complaint) send it to local DOL with certified return reciept

Let the new employer file H1 transfer with copy of your complaint against XXXX.
