how to go back to the US need help advice

when i was 14 i was sent here in the Philippines for some reason(i was against it) i thought i was just going to stay here for a short time now im 28 and its just now i have saved up for the expenses. how can i go back to the US?

lost passport(expired)
lost green card(expired)
no re entry permit

not my fault that they where lost due to a relative and not getting the re entry permit(due to a relative)
my whole family are US citizens
my dad works for the US govt(i don't know if this helps)
what should i do? what steps should i take?
 
Permanent Resident can stay outside US for max 6 year but need to renewed every 2 year. You need to find different ways to obtain Green Card. There was several ways to obtain new Green card. Not all ways are easy to obtain green card, there are certain requirement.

Winning a lottery program.
Family-Based Green Card.
Employment-Based Green Card.
Refugee Status or Asylum may apply for a Green Card.

Hence your whole family is US Citizen, if any of them are your Immediate relative they can sponsor you to obtain Green Card.

Have you explored the possibility that you became a USC as a child? You say your parents are USC's and your father worked/works for the U.S. Gov't. You need to examine the timeline of events in your life in relation to your parents citizenship. Any possible derivation would have had to take place before you departed from the U.S. at age 14. You have not provided sufficient information to examine this possibility.
