How to get through INS phone system to talk to IIO

Just curious, how did most people get through the INS phone system and be able to talk to IIO.

I have tried several times and always get busy signal. How long does one need to keep trying? Any better time? Is there any special telephone that allow you to keep dialing the same number until it get through?

Give yourself 1 hr to keep hitting redial...I tried this twice and got through twice...each time hitting redial every 45 seconds...

After you do get through, press 0 to talk to an officer and prepare another wait of atleast 15-20 min...though I have heard people being on hold for 45 min too...
