if the officer in NSF doesn't know you, he/she probably will not help. anyone has experience to share? i tried some but they said they cannot - it is NSF's policy. for EB1-OR.
in my rfe, bcis listed several govenment agencies, including nsf. they seem only interested in govenment organizations, not universities, in inital application, i already included 5 letters from different universities, though no very top ones in us.
I had applied to NSF J1 interested govt waiver to get rid of two year home country stay. Under this the NSF got reviwed my package with three peer reviewers and wrote a strong letter to state department that I am very important to USA science. The letter from a director (J1 visa waiver program) from NSF sounded with very high words. The same letter I used for my I140 (EB1 OR) package and got my I140 approved in five months.
