How to get husbands old lost green card (lost 25 years ago).I have no info about card

I am an US citizen. I was born and brought up here.
My husband was born in 1955 in Bourock Scotland.
He came to USA on 1958 and had a GC issued to him. He joined the US Navy on 1972 and had to turn in his GC for US navy ID but he still had the SSN card with him.When he left the navy, the GC card was not given back to him back.
He left the Navy approximately in 1980- 1981. The sad part is he did not have any records about the GC card. The other unfortunate thing was he lost his wallet in 1999 with the SSN card in it. He knows the number. He still has the driver's license. Nobody seems to know about his GC details. What can be done to retrieve his GC back so that he can get a good job to work legally in USA?

Me and my husband went to the Hartford,CT and Boston,MA immigration office. They told that he can get naturalized because he is married to US citizen, but they need the alien # before he can do that. Also went to SSN office, they have the SSN # Number in the system but they will not give the card until they see his GC card. They have his mom's GC card (she passed away) in the system but they do not have any details of his GC Card in the system.
He is able to renew his driver's license every time but they don't have any other info. Is there any solution to this problem? Your help is greatly appreciated.
 
You could compel USCIS to send you a copy of his immigration file by filing a FOIA petition. Search for Form G639 on USCIS web site.
