How to get copy of Advance Payroll Lost in Mail

My Wife's AP was lost in mail and i had requested for NON Delivery twice and now the INS Reps are saying that Till the AP is not returned to them as Non Delivered, they cannot send the same again.
We have already planned expecting the AP for a vaction to goto India.
Has anyone encountered this type of issue.
Any suggestions is welcome.
Can i get a replacement AP by going to the nearest Local office OR Can i get a new AP immediately at the Local office...?

History:
I did move at the time our AP was approved and we did send our AR-11 (we also received from INS the confirmation that our address was updated). My AP came through to our new address but not my wife's.

Better apply for New One. IT will be fastest. During that time, try to get the lost One.

Replacement not possible

Unfortunately a replacement AP is not possible. I experienced this.
I lost my AP and applied for a duplicate copy. You need to fill the for I-824, but the processing time is over 1 year. By that time your AP will expire any way.
You best bet is to apply for new AP or apply for an emergency AP at the Local INS office. You need to show proof of emergency. ( Letter from Doctor stating that your parents are not feeling well)
They give single entry for 30 days. It depends on the office.
ON the whole the procedure is very difficult.

It is really sad that we cannot get a replacement. I just can't believe this. I had a tough time as I lost my original AP, and there is no way I can get a replacement.

---- If you both filed AR11 after change of address you both were also supposed to update NCSC 1-800-375-5283 and should have provided the receipt # of all the pending applications with USCIS and you were also supposed to send a letter to service center with all pending application receipts and could have made a request to USCIS service center that your address should be changed and that letters were supposed to be mailed by return receipt certified. I hope your wife did not write letter of address change with her pending AP receipt # or copy of receipt notice
 
Thanks a lot for the info. Heeded "Sank" advise and have already applied for a new AP. Hope to receive it in around 150 days.

About the Update to NSC...We both had sent AR-11 and also called NSC and updated the address. Did not mention the AP Receipt# as it was already approved a month back .It was approved mid july and we moved at end of August. Expected it to come within a months (was my mistake).
