How to get a H-4 visa for a H-1B new spouse?

Hi all,

This is for a friend of mine.
Next week he's getting married to his long-time girlfriend.
She is in the US on a visa waiver visa. She will return to her home country after marriage (in city hall in NYC).

How is he going to obtain a H-4 for her?
What is the process and the form to be used?

Also my friend has a I-140 petition pending. Is that going to affect the process?

The I-140 will not affect the case. Once the wife has left the US, she will need to make an appointment at the consulate abroad to apply for the H4. She will need to go to the consulate's website to determine what documentation she will need to present. But, she will need the original H-1B approval notice, marriage certificate, and DS-156.
